I have not been able to find anything on Pastor Bob Skeens other than his officiating at some funerals in NC.
I would assume that the real Rev Bob Skeens is ordained.

Phone the church or write a letter and ask for his credentials and ordination papers. Most Church's will tell you what ever you want to know along these lines.
