Report it immediately to her teacher and the principal. Bullying is not a phase kids go through, it's mean and anti-social.
She may grow or she may just be petite all of her life. Are you tall ? Are her grandparents tall?
As for the hairy part , you may have to start teaching her to shave under her arms and her legs. Or she can use something like Nair if you don't think she can handle a razor yet.
You might take her to her pediatrician and see if she'll talk to him/her about her problems in school. She may need other type of counselling to help her social anxiety.

well maybe you should call the school or go there and that's bad what some kids do to kids im so swttie i have a 1 month old if anyone be mean to her they have to deal with me well im short to i'm only like 5-5 lol have good luck

Maybe it's time for her to start shaving. Buy her a decent (men's) electric razor. Give her a good shave with an ordinary razor first then let her do herself withthe electric razor.

i'm pretty short for my age too. maybe she could try being more outgoing to make friends. you might could let her shave if she wants to.

She will develop little man syndrome if you aren't careful. Just have her beat the crap out of some kid. It just takes one.
