This is a very difficult question to answer because it depends the type of pollution and how it is measured. But it is commonly noted that the United States, China, Russia and India are the top national emitters of greenhouse gases. The United States is the largest polluter, based on both total and per capita emissions.

However if you measure the pollution per capita GDP, the US is very efficient with the energy used in producing goods.

Atmospheric gasses, rivers, oceans all transport pollutant around, often showing up in clean areas like antartica.

Rich countries may pay poor ones to do their dirty work & take their waste - who is the biggest polluter the producer or consumer?
