Well, technically the software tool would be a programming language compiler, and by using the tool you can write the other tools you need.

Other than that, if you want the stuff pre-written, no. There's a brazillion number of tasks to be done, from driving a spaceship to interpreting language to displaying x-rays to talking on the phone to directing airplanes to playing games. No one could write such a thing, and it would be obsolete the second you started creating it.

Your correct. There is no universal s/w tool because the spectrum of tasks is too large. I'm assuming by "tool" your referring to utility-type tool like antivirus or firewall. If so, then consider all the other tools like disk-defragmentation, diagnostic tools like registry editors, intrusion detection, spam filters etc. The list could go on and on.

By design there is not. The tasks to do are wide ranging. Why should a bank pay for millions of dollars in software for robotics software when it is not needed or used?. Why would a factory have a large database of banking customers? Businesses and consumers pay for what they need or want.

The answer to your question is yes, there is no universal software that does everything.
Why? That would be like a Universal Transportation method. The best transportation method could be walking, riding a bike, driving or flying in different circumstances. I know of no vehicle that flies, rides like a bike, drives like a car, and walks. You are asking to much.

When you mean entire spectrum of tasks, exactly what do you mean? It is like asking if there is a perfect or intelligent being in earth. No there is not one!! not at all!

There is a wise man in medical field, but he may be stupid in techology
There may be a wise man in technology field, but not handy at all.
and so on...
