Both. There are people called Poor in terms Financially but they are rich Spiritually, Another case There are people called Rich in terms of Financial but they are definitely poor Spiritually. The rich don't need help, but they also don't need the government taking unfair advantage of them either.
Remember in our form of government and our constitution, the law is required to apply to all persons equally.
Not one law for the rich and one law for the poor.

The top 2% pay most of the taxes in this country, and the top 2% give billions to charities.

Now, as to the poor, please help them but do not take money from someone else and give it to the poor, take your money and give it to the poor.
