The only way to keep a cat from going out the doggy door would be to get the type of dog door that requires a magnetic "key" for entry - the "key" is usually a small device you can attach to your dog's collar. This would allow the dog to enter and exit through the door but not the cat.
Other than that, the only other way to keep your cat from going out the doggy door would be not to have either a doggy door or a cat.

If you decide to get another cat, keep the doggy door closed for six-eight weeks so she will be use to being stuck with the dog, hopefully it won't happen again. Or if you have an invisible fence, get a small collar for the cat and teach it the same way you would a dog.

Add sticky double sided tape on the front of the door, the cat wont go near it because it hates the sticky stuff on it's paws. That should be enough to deter it from going towards the door.

The only thing I can think of is to latch the door so it won't open. Otherwise, kitty will go again.
