Only if that person knows enough and has enough attention to manage that which he has conquered.

The relationships and networks built today by both democracy and multinational corporations make it flat out idiotic to try to do that. Nevermind how the conqueror would have to destroy and demolish and eliminate an incredible amount of achievement and development, the conqueror would not have the approval of any population left on the planet which would be willing to serve under his rule.

What's a much better idea though is to attempt to unite the earth under one dominion. This way, by being recognized as a unitor instead of a conqueror, humanity would recognize him as being a bringer of peace instead of a bringer of war. Now I'm not saying the unitor would have ignore any form of military confrontation whatsoever, but instead, his primary priority and focus should be upon the progress and development of mankind rather than a military campaign required to coerce it.

It doesn't matter that unity or conquest would bring domination. The real question is, "What does the dominator wish to dominate and what will be left over following his domination that will ground, support, and extend his dominion?"
