The best time to visit Seoul is either spring or fall, when the weather isn't too hot or too cold (April/May or late September/October). The best places to shop CHEAP are Namdaemoon market, Dongdaemoon market or Insadong (for tourist/traditional art type stuff). Higher priced stuff can be found around Myung-dong or Gang-nam.

I've been to Seoul in the spring and fall. I liked the fall better. The nights were warmer and I didn't have to deal with the pollen from all the trees and flowers. I didn't do much shopping except at the bookstores with English sections. They were quite nice since I live in a Chinese city where most bookstores only carry the classics in English.

The best months are May and October. For shopping Insadong has a lot of nice shops and traditional arts and crafts, Appajong has trendy shops, Dongdaemun and Namdaemun have lots of flea market stalls where you can haggle.
