There is no north end.

South Oak Bay, if you can afford a house there. Renting is much more reasonable in most of Victoria than buying.

Fairfield is next best; then probably Gordon Head, which is actually in Saanich, but is part of Greater Victoria.

All of the communities have pretty low crime except right downtown, like any other city.

the western communities are a bit out of town but there are a lot of young families out there. I dont' live there myself but I have friends that do and they really like it.
Oak Bay has low crime and is beautiful but it's expensive to buy there. I rent in Oak bay and it's quite affordable, we've had no problems where we are and we've lived there over a year.
There are no really bad parts of Victoria, even downtown is no different than any other city (other than the mild weather can mean more homeless people).
However it was just voted 25th most expensive plave to live in the world, so you'd better have money if you plan on buying!

Are you considering moving to Victoria?

Victoria has a pretty low crimerate everywhere, but I would keep out of Esquimalt, Vic West and the Gorge areas.

Oak Bay, Uplands, Gordon Head, Saanich are all really good choices and can have affordable houses (for Victoria standards)
