I wouldn't leave them outside in too cold weather. If your friend doesn't want them roaming in the house, get a crate at least for at night

How old are the puppies?
I would not recommend leaving them outside - while many dogs can adapt well to the temperatures, very young and very old dogs have a hard time acclimatizing to extreme temperatures and may very well suffer cold injuries or even death if they are left outside by themselves without a reasonable way to keep warm.
If the friend who is "taking care" of these dogs can not take care of them properly, I would ask that you find someone who can, or take care of these pups yourself until the owner returns. Leaving them outside because "they smell" is not reasonable care. They are living beings and should not be subjected to harsh conditions because "it's easier / more convenient".

first of all when you say "puppies" how old are they? also if they are "vicious staffordshires" why are you, or your friend, still breeding their parents? if you insist on leaving them outside you need to have an encloser that can block the wind, like a plastic dog house from the pet store, lined with plenty of straw (great insulator). also, i would recommend a heat lamp that you only leave on while you are around, and turn off right before bed time. make sure they have plenty of water, and they do have special bowls that prevent water from freezing.

if it is below 60 then they need to be inside. why dont you just make room for them in your laundry room and put the blankets on the floor. if you didn't want to have to put dogs in your house you shouldn't have offered to take care of them. you could put them in a barn if you have a barn. do you have a shed or a big doghouse? maybe you could make a kind of door for the doghouse but that kept the wind and cold out. i doubt they are going to be going in and out. i have three boston terriers, an english bulldog, german shepard and a spitz mix and we let the 4 little dogs in and put the other two big dogs in the shed when it is cold. i dont live in "UK". i dont even know where that is. i live in the united states of america. close to oklahoma. it is very chilly here and i would recommend keeping the dogs in.

First question that comes to my mind is why is the neighbor dog sitting, in the first place? Your friend should find a warm spot in the apartment for them until the owners return. A person can block the dogs off, so they can sleep and eat in a warm place, but not harm anyone. Use furniture to block them in a space. Cruelty to animals in unacceptable, for any reason. There are other human choices!

No its not! They could die in this weather and will certainly suffer. If they are only pups they can't be that vicious surely? Perhaps its because they are not properly socialised and don't have enough human contact that they are stroppy. Bring them in please!
Contact your vet/dog warden/local sanctuary or RSPCA if you are in the Uk, your local or national welfare organisation if you are elsewhere. They will be able to advise and if necessary take the pups and care for them. Think of them as you would humans... would you leave a human baby out in this weather?
Please dont leave them outside and please get help.

I wouldn't leave any dog outside in this weather..... even with 20 balnkets. It's avaraging -2. Would you want to be left outside with two balnkets at this temperature? If they aren't yours and you don't want them in the house, tell their owner you can't look after them.

no it is not ok. are you saying that the owner knows there is pups out there. Then call. animal control. he can get them back when he comes home porvided he can prove he will take care of them.
If it was me I would take them in wash them and muzzle them if needed. But the owner would be advised that outside is no place for puppies. They are probably not fixed either

I think it is ok
I leave my dogs out with a blanket and a box and they all huddle together to stay warm they have stayed outside all their lives they were born on christmas day
