Everything that is dumped in landfills can be processed back into raw material thereby reducing the need for mining new raw materials. It is simple logic that by using the stuff being dumped would reduce this problem by quite a bit. The processing of trash back into raw material is not all that hard to do so why not do it? The value is quite clear don't you think?

The cost of reprocessing greatly outways the cost of landfilling.

In theory you are correct; however with only a few exceptions (lead, glass, some paper products) the cost of recycling exceeds the cost of buying new. In our society unless there is a profit to be made no one will set up the infrastructure for large scale recycling.
