~If you break down the Norwegian Defense Forces into its three component parts, then the Norwegian Army has a peacetime strength of 7,500 and the Royal Norwegian Air Force has a peacetime strength of 5,800. However, fully mobilized the army would have a total strenth of 9,500 while the air force strenth would be 17,000. Then again, if you add the Norwegian Home Guard to the army, that would increase peacetime strength by 1,200 and full mobization by 56,200. You can't really count the Home Guard with the army though, because it exists as a separate and distinct military branch.
Then there's always Iceland with no standing army but the Coast Guard does have 2 helicoptors.

Good queston. However, to correct LexxBomb, Canada does have a unified chain of command but we do have separate elements in the form of a Navy, Army and Air Force.
Also, our army is larger than our air force, thank you very much, and General Hillier is army, not air force. You must be thinking of his predecessor, General Henault.
Just to set a few things straight.

NATO isn't a country and doesn't have either an army or an air force , its member nations do
but my guess is either Iceland or Luxembourg

well I would say Canada... but their military forces are combioned but their current Commander is a member of the air force detachment
