If you meant could they become physically possible to whistle if they had lips? Yes, if the lips are soft flesh like the humans. Three things are required to produce the whistling sound. An orifice of correct size that corresponds to the resonant audio frequency that can be heard by human ears, flexibility of the lips (softness) to vibrate to resonate the air passing through it and finally most difficult for the chicken is to exhale through it mouth. They breath through two openings near the top of their upper beak. If you can train them by you covering the openings and let them exhale through the mouth, it is possible to make a whistling sound.

No... other animals have lips (not like us of course but they do) and they don't whistle. Why should a chicken any different.
