Can anyone give me the definative answer of the size of Wehrmacht Divisions before and during ww2?

Well there is no definitive answer, because the Wehrmacht fielded the following types of divisions at some time during the war:
Infantry
Cavalry
Armor (panzer)
Mechanized Infantry (panzergrenadier)
Mountain
Light
Fortress/static/Coastal
Luftwaffe field divisions
Volksgrenadier
Airborne ("Fallschirmjaeger, though like the Feld Divisionen, they were Luftwaffe, for all practical purposes, they were Wehrmacht.l)
If you give me a time frame, and particular front you are interested in, I can give you a ballpark Order of Battle.
