a good picture is one that's clean and has nothing that makes it look strange, like an unwanted detail. Light also changes the mood of the picutre, there's really no right or wrong, but don't go to an extreme like too dark or bright. If someone doesn't like a photo, ask why, b/c it may be a good shot but they don't like what's in the frame
as a touch-up program use Photoshop CS2 (check if there's a newer one though)

Google Zeltsman posing. His site is dated, but good posing never goes out of style, even though the hair styles and clothing do!
You can also visit Monte Zucker's website. He is primarily a wedding photographer, but one of the best. Good ideas on posing and lighting there.
Picasa is a free program. I have heard people say it is good, I have never tried it. Adobe Photoshop is the king of programs, with a price and learning curve to match. Try Adobe Elements, the newest version is 5, Photoshop's little brother.

I'd suggest getting microsoft photoshop - much much much cheaper then photoshop and great for touch ups
your not gonna get wonderful touch ups with free programs
