AS a girl, it is more common that you do small talk first, and let him finish off. Im not saying to do this.. Ill give u soem adivce...
If you dont want to be anooying to him, just address him with hi and bye. Give him flirtaous smiles, look at him when he does something idotically. If he happens to responds to such things, then climb the ladder to auctally talking to him, and flirt a little less.
When you both start talking, get physically closer to him and not flirt much anymore. When you both have established that, you should be ready to get serious between your feelings and be able to be a couple.

Okay, well if he talked first, then play hard to get. Let him talk second too, if he doesnt within two days, calmly pass him in the hall and under your breath say something coy, like, snob, as if you guys were good friends and he was being a jerk. then if you talked first, give it one day then approch him in the same way on day two as you did today. He didnt run today, chances are he wont run then.

Begin with saying HI one day, and if he talks to you good. If he dosn't talk to you that time then tell him HI again the next day. If you think that he sees that you are getting annoying leave him alone for awhile. Then try again.

Well if he likes you, you won't get annoying and he is gonna talk to you to when ever he sees you. But just Try and tell him dat you really like him and see what happens.

its not annoying. its being friendly. he will probably appreciate a girl talking to him as most girls are too snobby or think they are too cool to talk to anyone.
just keep talking to him if he talks back. if he's not talkin back, then something might be wrong so try to start a conversation and get comfortable
