A passport is needed when travelling to another country. Thus, your mother must present her birth certificate to the Foreign Affairs Office to get a passport so that she will not have hard time coming back to US from Mexico. She might be mistaken as an illegal if she will not present an American passport upon her return.

* As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

I proccess passports at the USPS. Yes , she will need a passport to fly out of the US. Yes it does cost $30. at the USPS or at any county court houses. $67.00 for the passport agency. You need 2 identical pictures on paper that can withstand 300 degrees. White or off white background only. You are alowed to smile. Just don't squint your eyes. Need to see color or eyes. You need your original State birth certifacate. No hospital one. (the one with baby feet is from hospital stating a birth cert. is filed at the state Passport agency will not accept. ) You also need ID such as driver's license or State ID with your picture on it. The USPS needs a check from you made out to US Dept of State or USPS can make out a USPS money order . Cash or debit card only for a MO. You can get your passport back in 2 weeks but it costs $60.00 extra to expidite it. If you are going in less than 2 weeks, you need your itinary and we Express it to and back from the passport agency. That costs $14.40 each way. Not all post offices proccess passports, though.
