In the olden days, Europeans came to America without any passports. They just register and became American citizens.

Today, foreigners must come with passports. If they want to become citizens, they must first stay in the US for a certain period and work to get a greencard. Afterwhich, they can already apply for naturalization as US citizens if they can prove that they have gainful employment and take their an allegiance to the US as a sovereign nation.
