Hell no!
a stick is a weapon
a stone is a weapon
fists, feet, teeth, fingernails, forehead... all weapons.
a weapon is tool nothing more, alone it is useless, it cant act or think or do much of anything. it is when you put it in the hands of a person it becomes dangerous. and bends to the will of its user.
a gun carried by a cop is no more or no less dangerous than a gun carried by a criminal. it is the intent of the user that provides the end results.
a man intent on killing another man does not need a gun... or a knife.. he could easily throttle him with his hands or a piece of rope.
if you want a safer place to live you would need to wipe every human off the planet. even then it would not be safe.
Sad but true fact.

No. Anything can be used as a weapon. A stick, rock, bone; only the methods of warfare would change back to what they once were.

And how do you propose Alaskans hunt moose? Should we wrestle them into submission? Hug them? Lots of people up here don't live on the road system and HAVE to hunt to survive.
Besides, people are people. They killed before guns were invented, they'll kill again if you try to outlaw guns.
Personally, you'd have to shoot me to get my gun. Hitler disarmed the Germans, and look how well that turned out.

No, because all that stuff would be re-invented, or similar stuff invented. You would have to remove human nature in order for it to be a safer world.

What would keep us from developing other means of killing each other....lethal epidemics, biological and chemical, etc....or do you consider them part of your "arms & weapons"? What would keep us from inventing or making new weapons?

Nope, people would go back to using sticks and stones like during the caveman days. It doesn't matter what we do, it is human nature to destroy ourselves.

Nothing would exist.
Sticks can be weapons, stones, animals, water, fire, humans... They are all weapons when upgraded to such.
