Japan seems to be ahead of most in the android department.
Fully functional that sure is a tall order.
I know a fellow who would be the first one to take a whack at it.he would not even need a beer!

The USA tends to be more creative, and Japan tends to be better at getting things done, so I imagine that India or China will be the first ;)
The replicants in the movie were more like a bioengineered clone/cyborg than an android.
