just meant to be a kiss to the reciever.
Also another saying is "Sealed With A Kiss" or SWAK, Its just a phrase as far as i know, it might have a meaning but the kiss on the envelope means that.

is like sending a wet juicy and loveable kiss. my gf does that and i love it. when im alone i kinda take those letters and envelopes and i kiss them because i miss my gf. we live far away and we dont see each other often. but is nice for a girl to do that.
