He returned home safe. In this sentence safe is an adjective which refers to a noun, here the subject 'he'. Thus, he was safe at the time he returned home.
He returned home safely. In theis sentence safely is an adverb, and thus refers to the verb, returned. Thus, there is more of an emphasis on the fact that the manner in which he returned was safe.

"Returned home safe" has the same meaning as "returned home safe and sound" -- i.e. in one piece, without mishap.
"Returned home safely" means "returned home in safety", i.e. smoothly, without encountering danger on the way.
