big arms come from heavy pressing movements to stimulate the triceps. a properly developed upper arm is 2/3 triceps

you don't get big arms from curling. the bicep is a very easy muscle to stimulate because it gets taxed very heavily when training the back, it doesn't take much.

Both dumbells and barbells are good for biceps. As mentioned before, biceps are the easiest muscles that can be worked out. You can do several exercises with both dumbells and barbells. For example you can do Alternate Dumbell Curls, Hammer curls, Concetration curls with tdumbells. With barbell, you can do Barbell curls and Preacher curls. All these exercises target you biceps. Just make sure you always perform these exercises using the right form. If you use these exerciseses in you workout routine, you will see results. It takes time and effort, but it's worth it.

dumbbells, because they'll require more muscle fibers to stabilize as you push or pull the weight.
