If he does not "bother" his incision, OK, but if he does chew it or lick it a lot, he will cause further injury, and you will be back at the vet. If your vet gave you some pain meds, give it to him to calm him down, and keep the ecollar on unless you are watching him. It only take a moment to chew out the sutures.
My dog has an ecollar on right now too, she had surgery on her ear this morning, she also hates the ecollar, but I gave her a Tramadol, she is chilling now
EDIT: for those who do not know what an "ecollar" is, it is the cone-like collar used after surgeries, the full name is Elizabethan Collar, and has nothing to do with the electric bark control collars. The clue in the question was that the dog had just been neutered.

If you are talking about an electric collar many trainers leave it on 24/7.
If you are talking about a cone that is preventing him from licking or such then anytime the dog isn't supervised it should be on and anytime the dog licking or whatever it is supposed to not do; then you should have it on.
Many dogs react poorly to new things on their body. If this is an electric collar it is no surprise, it knows that you only shock when it is on. Don't give in if this is the case. Leave it on until the dog forgets it is there, which should be a few days.

I can't remember having to use an e-collar for a dog neuter out of the hundreds that I have done. Any licking they usually do is not damaging to the healing process. That doesn't mean that your dog can't be the acception to that rule. If he's not bothering the incision, then you don't need it. If you must have him collared, there is an alternative called a "Bite-Not" collar. It is a similar hard plastic that wraps aroung the neck like a human cervical collar. It just keeps him from turning his head around....but without the large cone like barrier that might be freaking him out.

if he's under direct supervision he can have the ecollar off. otherwise, when he's sleeping or you are not at home he needs to wear it. the reason for this is he can lick at his incision which will cause inflamation and he can possible pull out his sutures. hopefully he's on pain meds?

That is to keep him from licking and pulling at the stitches so you should leave it on but encourage him and pet him get his mind off the collar and he will get over it in a couple of days ours did

Ask your vet for a couple of Ace promazine tabs. Depending on the dogs size a half tab at a time will mellow him out until he becomes use to the Liz.

Is your dog licking his stitches? If so then you need to put the collar back on. If you are able to keep an eye on him while he is sleeping then it should be okay off. The collar is so they don't lick and tear open their stitches.
