When I kiss my b/f(even at school) His hands tend to wander up my shirt. Do guys not care how this looks in private?? Is this normal??

Sounds like he expects you to tell him when to stop. Most boys think that it is their duty to see how much they can get away with (to prove that they are not gay), and that it is the girl's duty to say when to stop. If you say nothing, then he probably assumes that you don't care what he does, and he will eventually go father.
I didn't say that this was fair, it is just the way that it is.

Well, it depends on if you want him to be touching you like that. I personally would feel very uncomfortable in that situation because it's showing him that you would let him touch you and is giving him more control than he needs. He may think that you don't care if he touches you or not and he may try to go further if you're not careful. Plus, it probably looks kinda sleazy if he's doing that in the hallway. If you don't feel comfortable, just push his hand away and say stop. If he doesn't, just walk away. If he truly loves you, he'll respect your wishes. If he doesn't, than he's taking advantage of you and isn't worth your time.

it is sending a message that you do not care who sees you doing private things in public, as well if you do not mind some other guy may try the same thing, some one who doesn't know you just sees a girl being felt up and not doing anything about it. put your self out side of the picture and what do you see,

It's somewhat normal but if U continue to allow him to do so he will keep doing it & taking it farther. If this makes U uncomfortable U need to speak your mind & if he can't understand U need 2 cut him off.

I think that you should tell him that it isn't a good thing to be doing at school if you don't feel comfortable with it.
He shouldn't be doing that at school...what if your teachers see you letting him to that...what do you think their impression of you guys will be?
I think that you should tell him to lay off a little.
