This is a common problem in white breeds - it is seen in all dogs but the tears only stain white hair. There is nothing you can do to prevent the eyes from excreting this natural material however each morning clean your maltese's eyes with a soft cotton wool ball soaked in warm water to clear away the discharge.
You can buy stuff to clean the tear stains away - they use it in show dogs.

This is normal for this breed of dog. Because of the smooshed-in face, the tears do not drain normally and spill out of the eye, on to the fur. As these tears oxidize, they turn brown. They will not stay away. Check the grooming supply section at your nearest pet store, there are many brands of tear stain removers on the market. DON'T use hydrogen peroxide, the risk of injury if you accidentally get it in the eyes is pretty high, and it hurts like hell if you get peroxide in your eye (personal experience).

Go to http://www.drsfostersmith.com clik on dog supplies on the left side of the page go down to eye care and clik it will bring up several products for this. It shows a picture of exactly what you're talking about on the page. They call it tear staining. I've heard it's because of blocked tear ducts but I'm not sure.

that's normal for a Maltese, they do sell things for the tear stains , like shampoo, keep the hair around the eyes trimmed to reduce the tears

first off, don't panic. they are just tear stains. my pomeranian gets them all the time. if u go to a if u go to a pet store they should have something called Vetranarians Best Around the Eye Swabs (can be found at Pet Smart)

They are called tear stains and lots of light colored dogs get them. There are products at pet stores for washing your dogs face to get rid of them. Alternatively, you can take him/her to a groomer every once in awhile and they have the same products.

Mine gets the same thing. I have been told to purify my dog's water and try to feed my dog food that does not contain a lot of dye in it.
