That is ridiculous but kind of funny! I think drivers should repect all living things and slow down if they see small animals in the road. I don't expect drivers to risk their own lives or those around them to avoid an animal.

it would be great idea but how could you inforce it and how would you make pet owners comply all they would have to do is not put collors on there animals so the cops would know who the animal belongs to
