I do it and i would think it is probably illegal, probably stupid too?

Stupid, yes, but I don’t think it is illegal.

The laws vary from state to state and from county to county so without knowing where you live I can’t determine the laws from your area. However, this is a very specific case and few people roll their own cigarettes (I am not talking about joints).

Of course if you get into and accident or break a law while doing it then you can be charged with improper control of a motor vehicle. Leave it to the lawyers to have a general catch all law to handle behavior like this. This law also applies to people using cell phones, but efforts are still under way to make it illegal to use cell phones while driving for the exact reason that you think rolling your cigarettes behind the wheel isn’t a very wise thing to do.

Anything that takes your concentration away from the job at hand, driving, is not a good idea. That would include things like dialing the phone, changing the radio stations, and rolling cigarettes. May not be illegal, but certainly would go down on the accident report as contributing if you had an accident.

different states have different vehicle driving laws. out here is California, it would be... but out where U are, it's probably no issue.

unfortunately, stupidity is not yet illegal.

Rolling a cigg?? Shoot i've rolled a joint while drivin' damn. Oh umm.... its like a $75 ticket and its called distraction and dangerous to other drivers or something like that i know because my wife gets them all the time because of her fuxin cell phone. but it said on the ticket book that if your driving and you change cd's cell phone or like get a bl0w job its dangerous to others on the road. no sh!t

Tobacco is still legal,
I can't steer with my knees long enough to roll one. Roll a couple before you go, it's easier.
