Right now I have 10.5" biceps. If I train everyday for half an hour with two 10-pound dumbbells, how long will it take me to get bigger biceps? Also how many sets and reps do I have to do?

if weight gain is proportional, typically a 10 lb increase in lean body mass will provide 1" on the upper arm.

you have a lot of work to do.

Seriously, You will never achieve 16" with 10 lbs. The concept of gaining muscle mass is to exert the muscle beyond it's normal capacity. You have to make it work and push it to a limit which averages about 8 to 10 reps for several sets. Then the more you stress the muscle, the longer the recovery.

I suggest you search for body building books or articles online to learn the proper methods of weight training.
