He will be welcomed back, but not as a leader. When a Christian leader falls into sin, they are no longer biblically qualified for leadership.

As it is written: "This saying is trustworthy: The one who would an elder be, A noble task desires he. Therefore, an elder must be blameless, the husband of one wife, stable, sensible, respectable, a lover of strangers, and teachable." (I Timothy 3:1-2)

Mr. Haggard was caught in his sin, and now must suffer sin's consequences. One of these is removal from leadership. He most certainly would be welcomed into the church of his choice, or he should be.

a good christian will forgive any sin so long as the sinner repents.
God is suppose to be the be judge and not ourselves.

Clinton never apologized so there isn't a comparison

most Christians spend all their life trying to become a good christian and i'd imagine that few succeed .
same in any religion, it's not easy becoming pure in fact it's impossible but it is the journey that counts and not the destination

Its doubtful. He will be appointed some sort of a leadership role in a large church somewhere. Maybe an administrative type of job. But none like the position He once held. God and His people have to trust you.

He'll probably be welcomed back as a Christian, but hopefully not as a Christian leader. Of course worse things have happened before.

Probably not. Forgiveness doesn't mean you get to pretend like nothing ever happened. Bible doesn't say you have to forgive and forget, just forgive. They will allow him to be a member of the church, but they don't have to let him be a leader.

Very doubtful, especially considering the Church's tendency to shoot its own wounded.

I could possibly see Haggert back in a leadership role on a small-scale local level, but definitely nowhere near the national status he had before.

The should forgive him 7 times 70 times.

But then again, most Christians don't put much stock in Jesus' opinions, so they probably won't.
