i know that you have to graduate from high school and then the 4 years of med school but how long of an internship and recidency and fellowship does it require?

"Neonatal" Surgeons are pediatric surgeons. To be qualified in that specialty it takes more than a few years. After 4 years of college is Medical School. It is 4 years.

Then you have to do residency. Residency varies depending on the type of surgical specialty and institution. Some residency programs will have an additional year of research. The years break down like this:

General Surgery = 5 - 6 years

Pediatric surgical specialties usually have a 2 year fellowship AFTER a 5 or 6 year general surgery residency.

In Summary:

College: 4 years
Medical School: 4 years
Residency (including internship) 5-6 years
Fellowship: 2 years

so 15 to 16 years of training after high school.

Internship, residency and fellowship are each about 1 year, I believe. Specializing in a surgical discipline requires even more time, first working as part of a surgical team, then taking on cases. It's a long haul, but can be extremely rewarding. Good luck!
