Here's a simple explanation that I've arrived at:
Most bathing suits have a couple of layers of fabric to cover up. For instance, men's bathing suits have a mesh liner. Underwear only has a thin layer of fabric between you and the open air.
Also, there's a distinct possibility of "skid marks" appearing if a person chooses to wear his/her underwear out in public. No one, I mean no one, wants to see that.

Because a swim suit is a swim suit. It has nothing to do with being self conscious. Wearing your under ware and bra in public is not the same thing as a swim suit. It's called having some dignity. I mean come on. This is common sense.

The problem with wearing plain underwear in public is that it is often much easier for people to be able to see through it- especially when it gets wet. Swimsuits are made with a different fabric than underwear, and have an extra lining for security.

I think it's because, at least for women, their underwear is more sexy than a bathing suit. Men wouldn't be able to control themselves if women were walking around looking like victoria's secret models! Can you imagine how many married men would have black eyes, too! lol And I love men...but I don't find them attractive in their underwear! lol I think women and men need to be more modest than that. I wouldn't want my child walking around in their underwear in public and have some sick perv oogling them. It just wouldn't be a good thing if people were allowed to wear undies in public. It would be like...ok...what's left to the imagination. No man deserves a free peek on me. It just wouldn't have a good outcome if it was allowed. And it wouldn't be very family friendly. People wear their bathing suits at the beach and when doing various things around the yard... Fine... No reason for people to wear undies all around. It's just not proper. It would promote sex and violence. Because men would be getting beat by their women (lol) and women would probably be getting sexually assaulted by sick pervs.

I guess because swimwear is considered outerwear and there's specialized public places for that such as the beach or a public pool. And underwear has always been meant to under the clothes and not seen.

You can not wear swim suits, just anywhere in public either, it's not just about your freedom of expression, but about other's rights to not have to be exposed to immodesty. Maybe it is because people like me don't want to see everyone in there underwear. Think about it maybe you are thin and have a nice figure, but if fat people like me started wearing just my underwear around, you would cry for mercy. So if someone can wear underwear around, every one can wear them. And No one wants to see that!

Because swimsuits are not hidden most of the time. Underwear is hidden and so we aren't supposed to see it. I am not sure the question is really that different from why we need to hide our bodies in the first place. Are those parts of us that we cover really such a big deal?

There's a time and place for each type of clothing. Underwears......especially the bottoms are not meant to hold up well when they are wet.
