Windshield is NOT required in Texas but wipers are if the vehicle had them originally.

I'd say illegal in MN. Driving with a cracked windshield can get you a ticket. By the way, no inspection required to get a car licensed here. Some real junk running our streets and highways. Trucks and buses subject to random checks and at minimum an annual inspection by DOT approved shop.

Every state is different. For instance in NYS. a car is required to have a windshield plus a working wiper system. That includes bucket T hot rods, open wheel customs, street-able sprint cars and anything on four wheels.

to my understanding, a car must have at least one wiper on the drivers side. However, wipers are like $20 so if ur missing 1, just replace it.

Depends on the local laws.
I tried to drive w/o a windshield in Oklahoma and got pulled over.

The police did not issue a ticket, but made me park the vehicle, despite the fact that I had a motorcycle helmet available for use as well.
