Depending on your behavior and where you live, I think you'd find that the police who show up to investigate every disabled vehicle will help you rather than arrest you. If you're injured, they call an ambulance. If you need to call home to be rescued by a friend or relative, they'll let you use their cell phone, or call in the request on their radio. In rare occasions, like when I broke a piston on my elderly motorcycle, they'll give you a ride home.
In general, the police like to help, rather than arrest. It's better publicity and a lot less paperwork.

in many cities (like LA and Orange counties
there are romaning tow trucks that look for stranded motorsits
they will provide free towing service off the freeway to a certian
point even fix a flat tire, or add gas (all for free)
you might want to look into the AAA (in some case the tow truck driver would even take you home)
if you tried to take a taxi home and not pay for it, the driver
can lock you in their cab and call the cops for "theft of service"

invest in AAA membership. they will tow for free up to 7 miles. if you travel more than 7 miles look into the plus plan, up to 100 miles, your choice of location.
depending on where you live, you might want to call the police first, they can help you. if you don't have a cell phone, some organizations have programs where thet take old donated phones which are able to contact 911 only and give them to people who may need them but cannot afford them.
check with your local police department, it is best to havde an emergency plan worked out prior to needing it.
your plan should include who to call, what to do, where to take the car for repair, etc. talk to a trusted friend to help with the plan and write it down along with phone numbers.

The towing company usually gives you a ride home and no, it is not against the law for your car to break down on the highway. Get a cellphone if you're that worried.Have a good day.

Most major car insurance companies offer roadside assistance. Call the roadside assistance number on your cell phone, and they will arrange to have your car picked up and maybe even give you a ride. If they don't give you a ride, the use your cell phone again to call a cab. And no, you cannot get arrested.
