Try and teach her a lesson. If she has a favourite toy or doll, hide it and let her look for it for 15 minutes. When she gets upset, bring it back and talk to her about how it felt when she realized that the toy was gone. Kids that age have a hard time understanding abstract reasoning... they need to experiance the emotional connection and moral obligations to learn.

it is a big thing, each time she takes something go with her
and make her return it and apologize. make certain she is
not seeing pilfering in the home. (postage, paper clips, pencils
or paper from work.) make certain she knows there are
rules and everyone must abide by them. respect her possessions
and make certain everyone in the family respects everyone
elses' things. if you do all these things and it still keeps up, she
may need professional help. if this is the case, the younger
she gets help the better.

Kids at that age have a poor understanding of right and wrong. I think as long as you reinforce that she shouldn't do it, she'll grow out of it.
Plenty of children take things they want like that, but grow up to be law-abiding citizens :)

Dont think she doesnt know what she is doing is wrong. Otherwise she wouldnt hide it. You need to punish her and show her how wrong it is to steal.......even something as little as an eraser......if its not hers...she is not to take it. THy shall not steal...

If you dont teach her now, and spank her lil bum.....she will get worse....and YOU MUST teach them when they are little. SHe is PLENTY old enough to know right and wrong.
