Generally a reduction in rank to E-1 only results from a court martial. Included in these sentences is usually prison time and a dishonorable discharge.

As as result - I would say, never.

probably the normal amount of time people have to wait to pick it up in the first place. From whenever you got demoted, just add the months up like a normal promotion to e-2. And your good conduct ribbon starts over also.

i imagine it would take the same amount of time that it took you to earn the rank in the 1st place
