He is her best guy friend and they joke around and hang out a lot. He stares at her a lot and smiles when she sees him looking at him this little 4 year old put their hands together and he didn't let go. and he asked her friend where she was when she switched classes. he was also teaching her how to play basketball. he is 15 she is 12. so does he like her?

Every fifteen year old boy is raging with hormones, and looks at/likes EVERY girl who shows signs of sexuality and interest.
However, those hormones don't stop them from being genuinely nice, helpful and -- dare I say it -- sweet people when dealing with people to whom they're not sexually attracted.
So, if he's not acting inappropriately (one instance of handholding isn't inappropriate, but fondling would be, for instance) don't sweat it.
Having said that: these days, twelve years old is not too early for girls to start flirting with, and wanting to date, guys -- so you should still be keeping an eye on her, and talking with her about such things. Even in my own life, I remember a twelve-year-old girl coming on to me really strongly when I was fifteen; I didn't reciprocate, but I'm also certain that I'm not the only one she came on to.
In short: perhaps you should also be worried about whether she likes him.
