To buy/purches a shotgun all you requier is a shotgun certificate, unless the barrel is less then 26" or exceeds 32" or the gun is caperbal of holding more than 3 cartridges, in that case the you requier a firearms certificat with them endorsed on it.

While i wrote this there has been a few answere,
A shotgun certificate allows you to acuier smothbore guns where a firearms allows you to acuier firarms ie centerfire and rimfire rifles. What i am tellimg you is the law, What im going to advise you is, Visit the website of your local constabulare and typ firearms in on the search engin there you will find all the laws and ledgaslations in respect to firearms and shotguns, alternatly visit the home office website. Dont take the advice of some who dont know what there talking about

The two licences you mention are totally different and require you to provide the police with different criteria both in security and use but a straight answer to your question would be yes you can buy a shotgun with a shotgun licence but if you held a firearms certificate/licence you could also buy a shotgun because the firearms certificate is harder to qualify for in terms of security and proof of use, hope that is clear enough.

In Virginia all you need is 2 forms of ID, so long as you aren't a felon and are over 18.

You have to have a drivers license or some sort of picture id. If you buy it from a guy out of the newspaper you probably don't need any Id at all.
