I'm not sure about French but the French Alliance (Alliance Francais) should be able to tell you - look them up in the internet. For Spanish there are 2 qualifications that are organised by the University of Salamanca (Spain) but can be studied for without attending uni. They are the D.B.E. (Diploma Básico de Español) and the D.S.E. (Diploma Superior de Español).

Of course you can study languages at university and college levels but the qualitification doesn't really matter. Fluency is the only factor qualifies or disqualifies you on this instance.
