Depends - are you hiring or being hired?

If you are creating a portfolio then you should be charged

If a photographer is practicing then you should charge or ask for something in return like free prints or a discount on future sessions

If you are creating a portfolio, you should be charged. If the photographer is creating a portfolio, he should be charged. If you want a portfolio and he wants experience, it is a wash. Now for the everything I know.
Don't take a another hit of acid if you actually hear the first one splash in your stomach.
Don't marry anyone named Sheila. Just a heads up!
Have lots of children, it's fun to keep the insanity going.
Don't drink milk right after you've taken a bite of canned cranberry sauce, it really is not pleasant.
Don't start smoking. Shoot heroin. It's more to the point and just as fatal and as hard to beat.

If it is a photo shoot for a modelling port folio, you will be paying the photographer. If you are modelling for someone like an advertising company for example, they should be paying you. If the photographer is photographing you to use the photos for his advertising or to sell, he should be paying you.

Depends if you are nude or not.

If yes, then he has to pay you.

If no, then how are the pictures being used? If he is using them then you can charge him. If you are using them for your portfolio then he has a right to charge you. Or maybe no-one gets paid/laid and he is just working for experience. *wink wink*
