That's easy. The Fuji F20.
It's about $165 I think.

Excellent image quality. High ISO capability (great in low light situations). Very low noise (grain).

Not that it's the only good camera out there, but the good Canon's and Sony's cost a lot more. The cheap Canon's and Sony's aren't nearly as good as the Fuji. Should be deals on the F20, as they just announced a newer model to replace it, the F40fd- which is a bit thinner an sexier. Won't be out for another month or two.

The aforementioned Canon SD550 was a good camera in it's day, but at well over a year old, has been easily surpassed by newer models, and totally outclassed in image quality by the F20.

Consumer Reports recommends the Canon PowerShot A630 or a A530. The first has 8 mega pixels and the second 5. They are rated Very Good in print quality and easy of use. You can get an A630 for around $220 or an A530 for around $130. They also have one of the lowest repair records. For a beginner I would recommend the lower priced Canon unless you plan to blow up your pictures beyond 8x10, then you need the higher mega pixels.

Consumer Reports does a great job of testing cameras. One of your answerer's suggested the Canon PowerShot A630 because he said it was rated very good. The A630 was never tested. The A620 was tested and had excellent image quality.
I concor with Inquistiv that a good choice would be the Canon PowerShot SD 600. It had gotten good reviews.
The A620 is discontinued.

I would recommend a high quality brand such as Canon.
For an ultra compact, easy to use, point & shoot camera...look at one of Canon's very popular SD models...
SD600
SD630
SD700 IS (my pick)

Or for a slightly larger camera, but with a few more features...look at the Canon A630 or A640 (my pick).
Good luck
