I need to know because of my brother

it depends on weight distribution. buff guys can weigh 210 and still look relatively slim.

if not really any definition though, i'd say 185-195lbs is probably a little out of shape.

Well, if he is not very muscular, then over 160lb would be overweight. Otherwise, it is better to go by body fat percentage. He shouldn't have more than 22%-24% body fat depending on his age. Ideally, between 10%-18% would be healthy for a male.

BMI(Body Mass Index)>25 is considered as overweight.
BMI= weight(Kg)/height Sq(Meter),

If calculate for your brother, weight more than 69.7 Kg(or more than 153.3 Lbs) is considered as over weight, but not obese, and weight over 214.7 Lbs is considered obese for his height. Note: it is just gross estimate.

total bodyweight doesn't matter. it's how much body fat a person has.
