It sounds French, but it's not proper French. It means: "Do you want to go out on a date with me?". In proper French: "Tu veux aller au restaurant avec moi?" (Do you want to go to the restaurant?" or "Tu veux sortir avec moi" (Do you want to go out with me) or "Tu veux aller prendre un verre un de ces quatre" (= Do you want to have a drink with me one of these days).

literally it means~you make appointment with me
but i think you mean:

or
Do you have an appointment with me?~Vous avez un rendez-vous avec moi

Yes, it is French, and it says -more or less, in a very free translation- "Do you have a date with me?"/"Do you set a meeting with me?".
Hope it was usefu. ;)
