Well you didn't mention your state (or even your country - remember this forum is GLOBAL)
In California, after the third try you get to start all over again. Pay the money for a fresh application and so on....
Meantime there is the bus, train, friends, family or a bicycle

I believe that they impose a waiting period before you may apply again.
