I work in pharmaceutical research. News flash, all drugs are tested on animals before they are ever introduced to a human being. That is so the action of the molecule on the body can be observed, and it would be too risky to try it on humans without some sore of animal (usually mouse) study. That said, cosmetics and the like may or may not be tested on animals before humans are exposed to it. Due to the action of animal rights groups in recent years, cosmetic manufactureres have moved away from animal testing and are using human volunteers, cell lines or computer models for researching their product.
Not tested on animals may mean that the product was or was not tested at all before being released on the market, especially if it was a cosmetic or consumer product.
All drugs are thoroughly tests before they have approval for use in humans for a specific indication.
