Do you have to add extra postage for a letter to be sent from USA to Canada?

Yep. Canada is not the United States. A one ounce letter will run 63 cents, not 39 cents. That's a big difference. My suggestion, take your letter to Canada to the Post Office where they will tell you exactly what the cost is and cancel it for you right there.
