Blood that is carrying oxygen is red and flows in arteries - the blood vessels going from the heart out to the rest of your body. Blood that no longer carries oxygen is blue, and flows in your veins - these are the blood vessels that return blood to the heart. Arteries are deep inside, veins are on the outside, near the skin. It's nature's way of avoiding a traffic jam inside you, and that's why the blood vessels you see are blue, like those on the back of your hand, for example.

Your hands get red because your body is trying to warm them by pushing lots of nice warm, red, oxygenated blood from deep in your body's core out to the extremities that are cold. Once your body decides that it can't do this AND keep your head, heart, lungs and internal organs warm and supplied with blood, it stops sending blood to the extremities and sends it just to the core organs. That's why your extremities start turning pasty white when they get really cold.

hands go blue in the cold cos the blood is withdrawn into the body to keep the major organs at the optimum temperature

only deoxygenated blood is blue... and the blood in your hands isn't deoxygenated...
i think they go red because the blood vessels move closer to the surface of your skin... but am not sure...
