A bounty hunter doesn't work for any government -- they are usually self-employed -- and their job is to capture people who are wanted because they jumped bail or they committed heinous crimes. Bounty hunters don't write tickets or pull people over, and they usually don't kill people because most people who are wanted need to be brought back alive in order to get whatever reward is being offered. Also, you have bounty hunters like Duane "Dog" Chapman who are also bail bondsmen, and they are licensed to go after people that they have posted bond for but haven't gone to court (see, if Dog posts a bond for someone and they don't go to court, Dog loses whatever money he put up for bond unless he finds them and turns them in). bounty hunters do not enforce laws, they simply apprehend wanted person by whatever means available, ie, breaking and entering, trespassing, etc. It is an old world style of outsourcing the apprehension of criminals who have fled justice.
