He is staring to bully our 7 year old jack russel and also our 7 year old child, are thier any ways to prevent this?

Obendience and socialization classes. Dogs are pack animals and he obviously hasn't learned his "place" in the family. Start with crate training. Make sure you are excercizing him properly (letting him run in the backyard isn't good enough!). Feed him last - after you, the kid and the other dog. Socialize him with other dogs and kids and adults. Have him/her spayed ASAP - this will dampen aggressive, dominant, sexual behaviours BEFORE they get worse.

Also keep in mind that he is a puppy and puppies don't know their size or strength. If he gets to ruff - crate him for a "time out". Reward him when he is playing nicely and invest in obedience classes or you are setting your dog up to fail!

Socialize your puppy. Once your pup has been fully vaccinated and he has your veterinarian's okay, take him to puppy classes, the park, and the pet store. Take him anywhere where he can interact with people and other dogs in a nonthreatening environment. Praise him when he interacts well with others.
Spay or neuter your dog. Intact (non-neutered) male dogs are responsible for approximately 80 percent of fatal bites. When dogs are altered, they lose some of their territorial insticts, including a lot of their territorial aggression.

Train him not to bite. Dogs will mouth, chew, and bite everything from your hands to your furniture until you teach them that it's inappropriate. If your dog is biting you, or growling at you or other family members, distract him with a quick sound, such as a clap or a sharp "ow!" Then redirect his attention to a rawhide or chew toy. And be sure to reward him when you catch him chewing on the right things.

I have a 3 month old, 3 & 1/2 lb female chihuahua and she bullies all of our 3 cats who are 3 times her size. It's just a puppy's nature and it will pass. Have fun with it while he's a puppy...it'll most likely subside once your 7 yr old dog (or child even) barks louder - he he

I dont really think there is a way to prevent it but i do think its just a stage in a dogs life. Try training it!
