Ruling out is not the same thing as making a diagnosis. A diagnosis may be made based on symptoms and/or diagnostic results. To rule out is to eliminate conditions or disorders as a diagnosis. However, a diagnosis can also be made by ruling out. Example: Foot injury. X-ray to rule out fracture and a fracture is found. Diagnosis: Simple fracture.
Another way is to make a differential diagnosis. Someone else tried to explain this but got it wrong. A differential diagnosis is made this way: Disease A has 4 classic symptoms. Compare all diseases that have similar symptoms to the symptoms the patient has. Whichever disease has all or most of the same symptoms the patient has is the differential diagnosis.
An FYI to all: Don't get your medical education from TV. Although the accuracy of procedures shown and such has improved, I still see many mistakes that can be misleading to the layperson.

Ruling out can be considered a form of diagnosis. Some times the only way to diagnose a problem (figure out what it is) is to figure out all the things that it is not and rule them out. The idea is that eventually everything but one thing is ruled out, so that is the diagnosis. I too am not a doctor, but do watch House.

As others said, ruling out is saying that the problem is NOT something.
However, there are a few things called a diagnosis of exclusion - there are no sure signs, symptoms, tests, etc, for a problems so everything else must be ruled out before the problem is finally determined to be a certain diagnosis.

Rule Out or Routine Orders means to diagnose by effective Dx work I'm not a nures but I watch a lot of TV medical shows
